Overview

Stormbreaker, for USINDOPACOM

Stormbreaker's goal was to develop an Artificial Intelligence (AI)-enabled Joint Operational Planning Toolkit (JOPT) to support planning, wargaming, analysis, and execution of multi-domain, operational-level Course of Action (COA) development.

Challenge

Translating pencil and paper

My primary responsibility as the Senior UI/UX Designer for the simulation half of Stormbreaker was making sure the needs of the military planners were heard and provided for. That meant frequent meetings to understand what planners wanted and how they worked, to help guide me to designing solutions that would provide an intuitive experience. I was going to be translating a process that had been done mainly with pencil and paper for decades into an intuitive digital experience. Significant pain point of the traditional process was the turnaround time for planners to wargame their plans to test them out. So whatever I designed had to be intuitive enough that any planner designing for any military branch could run one or multiple simulations, regardless of their experience level.
To facilitate the collaborative effort I accepted an offer to relocate from Seattle, WA to Oahu, HI to be the only designer on the island. This allowed me to meet directly with not just our in-house SMX planners, but also planners and members from other branches of the military on the various bases on Oahu.
It was exciting to design solutions that would allow the planners to set up and execute wargames of different complexities and scales. The wargames would require units from all three branches of the military to interact with one another, provide logistics, move around the map, be given orders, etc. It was a rewarding and complex undertaking to translate their traditional system into the digital world.

Same problem, new foundation

The major change at SMX was the foundation. At Studio Alpha and Microsoft Federal the simulation ran on React driving Unreal Engine, with Cesium supplying the geospatial layer inside the engine. That combination was flexible, and complex interactions were relatively straightforward to build.
At SMX the Unreal Engine was removed which put React directly on top of Cesium, which cost the simulation its third dimension. Stormbreaker was no longer 3D. Designs carried over from the earlier builds had to be reworked for a purely top-down experience, and anything that depended on a 3D component was cut.

NDA

The final chapter

Regardless of how much every planner from every branch of the military loved the concept of Stormbreaker and how it could enrich their jobs, Stormbreaker would suffer its final death blow due to budget reallocations and was shut down towards the end of 2024.
Due to being under NDA I am unable to show or discuss in detail any of the work from my time on the Stormbreaker project.
